28 Universal Design for Learning (UDL)

Universal Design for Learning (UDL) is a framework, based on science of how people learn, that is applied to optimize teaching and opportunities for learning for all people. As stated in the Higher Education Opportunity Act [PDF],

“The term ‘universal design for learning’ means a scientifically valid framework for guiding educational practice that—
‘‘(A) provides flexibility in the ways information is presented, in the ways students respond or demonstrate knowledge and skills, and in the ways students are engaged; and
‘‘(B) reduces barriers in instruction, provides appropriate accommodations, supports, and challenges, and maintains high achievement expectations for all students, including students with disabilities and students who are limited English proficient.”

UDL Principles and Guidelines – The UDL Guidelines provide support and suggestions for the flexible and thoughtful implementation of Universal Design for Learning. Comprised of 3 guidelines per principle and 31 checkpoints that clarify each guideline, the UDL Guidelines are accessible in interactive digital and downloadable formats via the CAST website. The UDL Rising to Equity initiative centers revision of the guidelines for ensuring that they help any “learning community identify, name, and redress systemic barriers to equitable learning and outcomes.” (CAST, 2020).

Universal Design for Learning: Creating a Learning Environment that Challenges and Engages All Students – This IRIS Module introduces the principles of universal design for learning and applies these to instructional goals, materials, and methods, as well as assessments approaches.

Universal Design for Learning within an Integrated Multitiered System of Support – This open-access article shares research into the application of UDL principles within a tiered system of support (see multi-tiered systems of support section). The authors focused on the UDL principles and Tier 1 instructional practices in elementary reading and math among their study participants. They also share barriers to implementation, and implications for research and practice.
